Many of the rocks in the Southwest are covered with what is called "desert varnish".  This is actually a thin film of manganese that has slowly been deposited over millenia.  In ancient times, the native people discovered that the varnish can be chipped away to reveal a lighter-colored layer below.  That is the process that was used to create these petroglyphs: rock pictures.
